Downtown apartment schemes, not office plans, are now dominating the permit and review process in Bellevue. Wallace Properties and architect GGLO are behind one of the bigger proposals, to gradually replace an old shopping center at and around 1000 Bellevue Way N.E. Four new mixed-use buildings could result, with up to 895 units, constructed in two phases over six years.
