MADISON (WKOW) — The United Soccer League (USL) announced on Wednesday it would adopt a promotion and relegation system, making it the first U.S. sports league to embrace this global model.
The system allowed teams to be promoted to higher divisions or relegated to lower ones based on their performance.
Forward Madison FC, which competes in USL League One, welcomed the change. The new system would allow the team to play into the tiers above its current level.
“Since launching Forward Madison in 2019, we have always worked with the community to try and build a Club that served the best interest of the fans,” Forward Madison Owner and Chief Operating Officer, Conor Caloia, said. “Adopting promotion and relegation is the best for our fans and we look forward to participating in the future.”
The USL plans to launch a Division One league in 2027-28, completing a three-tier system. This structure includes the existing USL Championship (Division Two) and USL League One (Division Three).
A supermajority of USL club owners approved the move to the promotion and relegation system.
“A new chapter in American soccer begins,” said Alec Papadakis, CEO of the USL. He emphasized the owners’ commitment to the sport’s growth in the U.S. “This is a significant milestone for the USL and highlights our shared vision with our team ownership to build a league that not only provides top-tier competition but also champions community engagement.”
Top leagues like the English Premier League use a similar model.
