He did also talk up Minshew and make it clear that Las Vegas considers the starting role up for grabs, saying a quarterback competition is good for motivation across the roster. O'Connell led the Raiders to a 5-5 record as a rookie last season, and this offseason, he'll work to take a step forward and build increased chemistry with Davante Adams, Jakobi Meyers and rookie tight end Brock Bowers.<br><span data-shortcode="annotation" data-id="2804164" data-text="Wagner" data-canon="Dalton Wagner" data-type="SPORTS_OBJECT_PLAYER" data-league-abbreviation="NFL" data-team-abbreviation="LV">Wagner</span> participated in Las Vegas' offseason program Wednesday.<br>Wagner signed with the <span data-shortcode="annotation" data-id="424" data-text="Raiders" data-canon="Las Vegas Raiders" data-type="SPORTS_OBJECT_TEAM" data-league-abbreviation="NFL" data-team-abbreviation="LV">Raiders</span> as an undrafted free agent in 2023 but went down with a season-ending injury late in training camp. The issue wasn't disclosed, but he's back at full strength heading into 2024.<br><span data-shortcode="annotation" data-id="2966897" data-text="Mauga" data-canon="Kana'i Mauga" data-type="SPORTS_OBJECT_PLAYER" data-league-abbreviation="NFL" data-team-abbreviation="LV">Mauga</span> (knee) participated in the <span data-shortcode="annotation" data-id="424" data-text="Raiders" data-canon="Las Vegas Raiders" data-type="SPORTS_OBJECT_TEAM" data-league-abbreviation="NFL" data-team-abbreviation="LV">Raiders</span>' offseason program Wednesday.<br>Mauga played in five games in 2023, contributing primarily on special teams. His campaign came to a close prematurely due to a knee injury, but it appears as if he's made a full recovery heading into 2024.<br><span data-shortcode="annotation" data-id="2249805" data-text="Brown" data-canon="Brittain Brown" data-type="SPORTS_OBJECT_PLAYER" data-league-abbreviation="NFL" data-team-abbreviation="LV">Brown</span> participated in the <span data-shortcode="annotation" data-id="424" data-text="Raiders" data-canon="Las Vegas Raiders" data-type="SPORTS_OBJECT_TEAM" data-league-abbreviation="NFL" data-team-abbreviation="LV">Raiders</span>' offseason program in late April.<br>Brown played in six games as a rookie in 2022, serving exclusively on special teams.
