Planning for the apartments began two years ago, under a different developer.
A vacant former mini-mart at 1637 W. Meeker St. in Kent sold last week for $2.5 million, according to King County records. The seller was Real Estate Concern LLC, which acquired the property in 2005 for $425,000.
